Creeping Phlox would make a great ground cover in Texas. English ivy is another good choice.

To attract them plant red, orange or pink tubular shaped flowers. You'll want flowers that will be in bloom from March through September when hummingbirds are looking for nectar.
Red Buckeye and Bottlebrush trees are some trees that they like. Shrubs include Firebush, Butterfly bush and Red Star hibiscus. They also enjoy Trumpet vine and coral honeysuckle. Other favorite flowers include scarlet morning glory, cypress vine, shrimp plant, butterfly milkweed and cardinal flower.
This should give you a start on planting your hummingbird garden.
