I would recommend that both of you try Freecycle first. Different areas have different rules, but you may be able to post that you are looking for free seeds.

Another tip for those who feel they cannot afford vegetable seeds due to a limited income: you can usually purchase vegetable seeds and plants with Food Stamps.

I am trying to intrest my grandaughter in garnening and so I am looking for truely free seeds for her to try her first garden. I would really appreciate anyone who could send us flowers or vegetable seeds to use this first year. Thank you if you have any you are willing to share.
