Yes, cyclamen are poisonous to cats.

A cyclamen, like most houseplants, should be watered whenever the soil is dry. If you stick your finger into the soil and it feels dry, water it. If it feels moist, don't water it. This may be weekly, or not. It just depends on the individual needs of the plant.
In the winter your cyclamen will need high humidity. Try placing it into a tray of small stones, filled with water. This is better than misting because it prevents fungal growth on the leaves. It will also need fertilizer every two weeks or so as well as bright, indirect sunlight.
In the summer your cyclamen will be dormant. This means it will not flower and the leaves will fade. It isn't dead, just resting.
You'll know when it is getting ready to rest because the flowers will start to die back (maybe April or so). This is your signal to cut back on watering and fertilizing and move it into a darker area.
Keep in mind that your plant may not go completely dormant. Let you plant tell you what it needs. If you have no flowers and the leaves turn yellow, it wants to rest. If the leaves stay nice, it may be doing just fine.
Around September or so, start your normal watering and fertilizing again and move it back into that bright, sunny area.
